this is getting pretty hardcore.
of course no one wants a rubber room teacher so that makes you feel like you have to hire even the mediocre teachers who are looking to transfer, before some other school gets them first.
I think unions are a good thing, but I wish it were easier to get rid of the people who are dragging the whole system down with their dead weight.
